The incident involved an altercation between three boys, ages 16 and 17, and the 15-year-old victim in the boys’ locker room. All four students were on the high school football team. The investigation did not reveal any large-scale, organized or individual effort to victimize the teenager by any additional members of the Williams Valley football team, or Williams Valley High School staff or students, according to Frazer.
