Three killed after van 'driving wrong way down motorway' crashes into taxi as boy, 15, arrested
Another passenger, a 17-year-old boy, is in hospital with serious but non-life threatening injuries.
The IOPC said initial investigations suggested the van was stolen however it is not believed the police followed the van onto the motorway.
