The House passed the bill by a vote of 76-24, with Republicans supporting it and Democrats opposed. The vote came after the Republican majority voted to end the debate. Democrats were speaking in opposition to the bill. State law already requires a “reasonable and active effort” to find work as a condition for unemployment pay. The bill by Sen. Arthur Orr, R-Decatur, and Rep. Danny Garrett, R-Trussville, further defines that as “systematic and sustained efforts to find work, including contacting at least three prospective employers for each week of unemployment claimed.”
Garrett said the requirement for three employer contacts would put Alabama in line with most other states, including the four neighboring states, which he said all require at least three contacts. Alabama’s current requirement is one contact per week, Garrett said. He said that requirement is not in the law but is a Department of Labor rule.
