ANDREW NEIL: It's all over bar the shouting for Rishi Sunak 's Tory government.

It’s all over bar the shouting for Rishi Sunak’s Tory government — and there will be plenty of shouting to come as a governing party riven by a civil war that can only get worse heads to inevitable electoral defeat.

He speaks softly and sensibly. He does not cause concern or panic, unlike his two immediate predecessors. But his words do not resonate with, or inspire, voters, even those still Tory-inclined. As a result, nothing he does moves the dial in his party’s favour. There was no summer refresh that anybody noticed. The autumn Tory Party conference passed largely without impact in the wider world.

For their part, Tory MPs argue the toss among themselves about how bad defeat will be: reduced to a rump of around 150 seats and oblivion for the rest of the decade and beyond; or maybe hold on to 250, a springboard for a comeback next time round. Nobody speaks convincingly of victory. This week it was revealed that the economy did not grow overall in July, August or September. It has grown by a mere 0.6 per cent since the same period last year.

There is still an opportunity to breathe some life into the economy with this month’s Autumn Statement and next year’s Spring Budget, a last-chance saloon if ever there was one. But there is nothing in the record of Sunak or his equally technocratic Chancellor Jeremy Hunt to suggest they will do anything decisive.

Whether or not you relish a Labour government, a majority of around 40 to 50 for Sir Keir Starmer might be the best number for our politics.
