MONTREAL — Conservative Party leader Andrew Scheer had two jobs to do in Montreal on Tuesday. First, outline his party’s positions on foreign policy in an election year. Second, and perhaps more crucially, look like a prime minister.

Before the House of Commons rises for the summer break and then an election campaign, Scheer is attempting to build his image as a thinker with a series of six speeches on his vision for Canada. Future topics include immigration, the economy, “confederation” and his party’s hotly-anticipated environmental policy.

After one of his Quebec MPs, Alain Rayes, introduced him to the crowd of just over 200 as “the next prime minister of Canada,” Scheer began by outlining his views on the current government’s foreign policy failings, and chided Trudeau for using the catchphrase “Canada is back” shortly after his election, a slogan perennially criticized among Conservatives and the broader foreign policy community.

He then laid out what he sees as Canada’s biggest threats and priorities. Scheer avoided several of the topics with which the Liberals have tried to associate him; though he spent considerable time outlining the importance of the relationship with the United States, he mentioned President Donald Trump’s name only once, carefully asserting that the partnership “transcends the personalities of those who occupy each respective office” and stating his government would reject protectionist policies.
