The arrest 19-year-old Elijah Penn, of York, comes exact 18 months after police say he shot and killed Justin Griffith while Griffith was playing basketball with friends at Cousler Park in Manchester Township, York County.

Twenty-year-old Justin Griffith was just out hanging out with friends when he was shot and killed on July 5, 2021 at Cousler Park in Manchester Township, according to his mother, Chawna Griffith.

“I want to say thank you to the community, who have continued to support not just myself but my entire family,” Chawna Griffith said Thursday during a press conference announcing the charge. “Today is 18 months to the day that we lost Justin. Every day of those 18 months, all 549 days, it has not been easy for us.”

York County District Attorney Dave Sunday said Thursday that Griffith was not the target of the shooting, which Sunday described as part of ongoing gang-related violence. Sunday said his office used a grand jury to investigate the case. The grand jury allows police and prosecutors to act in secret and compel testimony from witnesses when they will not cooperate otherwise, according to Sunday.
