Johnston expressed gratitude to those who came forward to speak with him and his team, and apologized on behalf of the BBC to those most directly affected. He acknowledged that the cultural climate of the time likely influenced what was considered acceptable or tolerated. The BBC stated that the review considered eight complaints of misconduct against Brand, with only two made while he was employed by the broadcaster – one formally and one informally. The BBC expressed concern that some individuals felt unable to raise concerns about Brand's behavior at the time and apologized to them as part of the review. The broadcaster emphasized that it has since introduced mechanisms and routes for staff to raise concerns
