The Shannon Pipeline project is, in my view, a good example of the tendency in Ireland to build infrastructure on a reactive rather than strategic basis. We see the existing infrastructure becoming strained and conclude that it must be expanded to cater for clearly growing demand. We now recognise that an oversized capital is neither in the interests of the capital itself nor the country as a whole. Government policy since 2018 is to grow the regional cities at double the rate of Dublin, yet, six years after the publication of the National Planning Framework it is patently clear, as per recent census data and subsequent ESRI analysis, that it is failing. The gap between the capital and the regional cities is growing.

Rail investments are very effective at driving growth, and thanks to the work of this government, and in particular Minister Eamon Ryan, there are now ambitious strategies in place. The rail elements of the Limerick Shannon Area Metropolitan Transport Strategy could easily be built within a decade and would be transformative for the Midwest Region.
