Construction on the first phase of Cairn Homes' €345 million apartment scheme at the former RTÉ lands in Donnybrook is set to begin this week.
Cairn Homes is set to begin construction this week on the first phase of its €345 million, 608-unit apartment scheme on the former RTÉ lands at Montrose. This marks a significant milestone almost eight years after Cairn Homes acquired the nine-acre site from RTÉ in 2017 for €107.5 million. Construction will commence in the northwest corner of the site, encompassing enabling works for the broader development and the start of residential construction in Block 10, which will house 15 units.
This move follows the granting of a ten-year planning permission by An Bord Pleanála in 2022 for the development. The permission allows for nine blocks of apartments, ranging in height from two to ten stories, with 272 units for sale and 336 for rent. However, the board rejected permission for a 16-story tower component, which was to include a 192-bedroom hotel and 80 apartments, in a split decision. Cairn Homes has indicated its intention to resubmit a new application for this tower, known as Block 5, in the first quarter of this year. This revised application will likely feature a reduced height, amended design, and potentially altered uses. The project has faced strong local opposition, with Cairn Homes acknowledging the 'high risk of litigation against a future grant of permission' due to the history of legal challenges surrounding previous permissions. The company anticipates that any decisions subject to judicial review could take up to 18 months. Cairn Homes also revealed its plans to challenge Dublin City Council's decision to subject the former RTÉ landbank to the Residential Land Zoned Tax (RZLT), a measure aimed at curbing land hoarding by landowners, in an unsuccessful appeal to An Bord Pleanála.
