A serial killer and sex offender on death row used his last words to claim his execution was the only way to stop his reign of felony.

According to the Death Penalty Information Centre, there have been around 150 such cases in the United States.
Dodd also said that he had a specific person in mind to kill if he ever got the chance, but declined to reveal the identity of the person. “I’m not going to say who,” he went on. “But there is somebody out there - there is a man out there.”
