The jury has set out 25 recommendations for a safe and ethical implementation, and is calling on the Government to establish a statutory regulator to oversee the use of AI in healthcare.

An early deployment of Artificial Intelligence tools in Ireland’s healthcare system with human oversight could alleviate pressures, a citizen’s jury has said.

As well as an independent regulator, the jury also wants the government to employ a commissioner to oversee AI and that a national strategy on the use of AI in healthcare should be published in 2026. It supported the automatic enrollment of patients’ health data for AI usage. However, the jury recommended that patients must have the right to opt out of AI-enabled care. The 24 citizens also determined that an education and training curriculum around the use of AI in healthcare should be developed and delivered to qualified medical professionals, as well as to students in training.

Prof Richard, a member of the independent Jury Oversight Panel, is an obstetrician and gynaecologist by profession, as well as the HSE’s Chief Clinical Information Officer. He welcomes the jury’s “strong emphasis on keeping humans at the heart of patient care.”
