PC Robert Marshall appeared before a police panel in Liverpool
PC Robert Marshall had worked in the force for 14 years but proved himself incapable of controlling his temper. He was called to reports of a domestic assault and was confronted with a vulnerable and intoxicated woman at the Hilton Hotel in Liverpool on July 26 last year.
PC Marshall had received an "outstanding" set of references from colleagues and members of the public. But the reality was this was a well-built, highly experienced officer, who had also studied jiu-jitsu for six years, gripping a diminutive 21-year-old woman around the throat while shouting: "Don't f****** grab me or I'll break your f****** neck".
One of the particularly damning elements of the case against PC Marshall was the evidence of Metropolitan Police constable Matt Isles, an expert in use of force and the rules governing police interactions with the public. However, Mr King also had to explain the circumstances of a misconduct finding against the officer in 2016. He told the panel that PC Marshall had attended a suspected domestic violence incident in which a man was arrested and placed into the back of a police van. However, the man's behaviour became erratic and he tried to damage the inside of the van.
Misconduct proceedings were initiated against PC Marshall, who joined the force in 2009, after the matter was referred to the Independent Office for Police Conduct . She was told she would be arrested, and PC Marshall was recorded telling the still semi-naked woman to "put on some pants or I will drag you out like that."
