“Establishing some kind of funding mechanism is really important, because people are bearing the cost of loss and damage right now,” Falzon says. If it doesn’t happen at this year’s COP, she says, it’s just a matter of time, because low-income countries have made the issue their top priority. That is akin to eliminating a whole year’s carbon emissions from the United States, the world’s second largest emitter. But it still falls far short of what is needed to achieve the goal set out in the Paris agreement: to limit global warming to 1.5–2 °C above pre-industrial levels. If countries follow through on their pledges, global warming could be limited to around 2.
