The U.S. Department of Justice is awarding Cuyahoga County with $1 million in grants to bolster two county programs intended to keep some low-level crime suspects out of jail.
The two federal grants are worth about $500,000 apiece. One will be used to support the diversion center, which seeks to provide mental health and addiction treatments to suspects who would otherwise be jailed. The other is for central booking, which seeks to streamline and improve the jail-booking process and related court processes.
The county began pursuing both initiatives in 2019, following a string of inmate deaths in 2018 amid record-high numbers of inmates being crowded into the downtown jail. The diversion center, a temporary location on East 55th Street, formally opened in May 2021 under a partnership with the Alcohol Drug Addiction and Mental Health Services Board and Oriana House.
The federal grants, part of the DOJ’s Byrne Discretionary Grants program, are intended to “improve the functioning of the criminal justice system, prevent or combat juvenile delinquency, and assist victims of crime,” according to the board’s agenda.
