The funds are supposed to be spent on jail operations and to benefit the people incarcerated there, but PennLive found much of it was not.

Each phone call from the Dauphin County jail costs more than $3. There are additional fees for video calls, emails, voicemails and multimedia messages. For nearly a year, Judi LaVia Jones’s son was incarcerated in Dauphin County Prison.
