The surge in violent crime that began in 2020 has seemed almost unrelenting, so when numbers for the first quarter of 2022 came out, they offered a reprieve, writes David Greising, president and CEO of BetterGov.

One catalog in question was the report penned by Margaret Hickey, the court-appointed independent monitor of the Chicago Police Department consent decree, covering the second half of 2021. Hickey previously examined racial disparities in stops and use of force. For this, her fifth semiannual report since federal Judge Robert Dow appointed her, the consent decree monitor lays out in detail the shortcomings of the Police Department reform efforts.
For example, the Force Review Division, which is responsible for monitoring police use of force such as that described in the IG report, was chronically understaffed. Often, Hickey’s team found, cops assigned to review the use of force were sent out on patrol instead. This undermined the review team’s work. It also created conflicts of interest when the Force Review Division needed to evaluate the on-patrol conduct of its own staff.
Six more months would pass before the parties agreed on a new foot pursuit policy designed to guard against loss of life.
