The number of people receiving disability allowance in Ireland has increased significantly, with a large jump in younger recipients, attributed largely to mental health issues.
The number of disability allowance recipients in Ireland has surged by 38.7 percent between 2014 and the end of the third quarter of 2024, rising from 163,571 to 226,878. While the proportion of recipients aged 60-65 has remained stable at around 25 percent, the share of recipients under 30 has jumped from 12.7 percent to 17.5 percent. The biggest increases are seen among those aged under 20 (a 158 percent rise) and 25-29 (88 percent increase).
The total cost of the allowance has also doubled to an estimated €2.8 billion for 2024. The rise is largely attributed to the growing number of recipients, as rates have increased by a quarter. Disability allowance is paid to people with disabilities that prevent them from working for at least a year. While figures on specific disability types are unreliable, mental health issues are believed to be a significant factor in the increase among younger recipients
