Tánaiste says progress has ‘ebbed’, and he believes talks have ‘more or less come to a conclusion’

Speaking to the BBC on Monday, the DUP leader said his party’s negotiations with the UK government over post-Brexit trading concerns “have not come to a conclusion”. “If we can get an agreement that unionists as well as nationalists can support…then perhaps we’ll be in a position to restore the institutions but we’re not there yet,” he added.
