"Really, in effect, the National Planning Framework is being shredded by what's happening on the ground".Mr McDonald said the Census shows while Dublin City's population grew by 6%, Fingal and Kildare went up by 11%.Mr McDonald said while this has been ongoing for a long time, it is now"consolidating."
