England’s most vulnerable children being needlessly put at risk in residential 'institutions'

Some of the nation’s most vulnerable children are being “failed” at every level by a system that can effectively force them into understaffed and potentially abusive residential schools and homes

Dame Christine despairs that “we don’t see working in these settings as quality work. We put some of the most complex children in the country into residential settings, but we don’t value the workforce in them”.

“We have taken swift action to improve children’s immediate safety, including receiving assurances that all local authorities have reviewed the safety and well-being of all children placed in specialist provision. One child was placed 236 miles away from their family home, and the mean distance for the 108 children was 96 miles.

“Some of these children have needs that are so challenging that they do need 24-hour support away from a family, but they need it in positive local, therapeutic, well-staffed well-managed services – and those services currently don’t exist.” “Local authorities didn’t deliberately place children in a system that couldn’t deal with them, but they had no choice… The children have to go somewhere.”

With £200m of funding in England over the next two years, and plans to “scale up” beyond that with new legislation, it pledges that these reforms “will transform the current care system to focus on more early support… reducing the need for crisis response at a later stage.”last month to improve provision for children in England who have special educational needs or disabilities.
