Ex-Irish diplomat Ted Smyth said former US president Jimmy Carter was crucial in bringing balance to Irish-British relations through a change in approach almost 20 years earlier. In the summer of 1977, Carter broke with long-standing US policy on Northern Ireland , recognizing the role of the Irish government. Smyth said Carter was the first US president to intervene in what was previously considered a British matter.

He credited Carter's focus on human rights globally, along with John Hume and Tip O’Neill framing the Northern Ireland issue in those terms, for pushing Carter's involvement. O'Neill's strong relationship with Carter proved pivotal, as the president relied on O'Neill's understanding of Congress. Smyth believes Carter's involvement marked the beginning of the Irish peace process, correcting the imbalance in the relationship between Ireland and Britain regarding Northern Ireland and bringing real balance to the situation
