Five senior staff members from Science Foundation Ireland ( SFI ) made protected disclosures last December involving claims against former chief executive Prof. Nolan. An inquiry found that while there was no bullying or breach of corporate governance, he engaged in inappropriate behaviour which could amount to gross misconduct. Prof.

Nolan, who had been appointed as the chief executive designate of the newly merged Research Ireland agency in April 2023, strongly denies these allegations and initiated a High Court challenge to his dismissal. He claimed issues arose because senior management resisted reform. Minister of State Patrick O'Donovan addressed a summit on research, stating that Research Ireland must be equipped to meet future economic challenges and accepted criticism regarding short-term research contracts and the lack of sustainable research for public good. He also revealed his recent epilepsy diagnosis after collapsing in the Dáil chamber
