Draft legislation will be brought to Cabinet on Tuesday by Tánaiste Simon Harris
The government is set to change Ireland’s triple lock system by removing the requirement for UN Security Council approval for Irish peacekeeping operations.
Speaking on RTÉ’s This Week, Mr Harris said he is “determined to move on this issue” as Ireland’s peacekeeping cannot be held up by “paralysis at the UN”. Under current rules, the Tánaiste said Ireland would effectively have to seek Russian permission for peacekeeping operations which would be “a rather bizarre situation”.
The UN Security Council has five permanent members, Russia, China, the US, France and the UK, and they all hold veto power. It has been suggested that under current rules the UN Security Council could prevent Ireland from sending soldiers to a potential post-war peacekeeping mission in Ukraine. However, the government has been accused by opposition TDs of undermining Irish neutrality by changing the current triple lock system. Social Democrat TD Sinéad Gibney said a move to dismantle the triple lock “is an attack on neutrality".
