Greater Manchester's health and care services, including the region's NHS, is in an £86.5m hole, with the 'legacy of the pandemic', 'industrial action', 'increasing demand' and 'rising costs linked to inflation' named among the reasons for the huge debt.

Integrated care systems are partnerships that bring together NHS organisations, local authorities and others to plan services, improve health and reduce inequalities. In Greater Manchester, the ICS provides health and care for a diverse population of approximately. 3.1m people, living across 10 localities and 66 neighbourhoods, according to NHS England.

“Agency costs are higher than [planned] year to date, mainly driven by the ongoing effect of industrial action,” reads the finance report for month three. The system planned to spend £147.6m on agency staff by the end of the financial year, but the current trajectory based on spending in the first three months indicates Greater Manchester will have spent around £190m on cover for NHS staff.

“We must do all this alongside trying to prevent ill-health and improving the health of everyone who lives in Greater Manchester. There are considerable challenges as we enter winter alongside continuing workforce pressures and financial constraints, but we are more determined than ever to work together to address our deficit, tackle inequalities and play our part in addressing the cost-of-living crisis affecting individuals and organisations alike.

“This challenge is significant and there’s risk of intervention should the system not start to show fundamental improvement in the overall position,” Jackie Murray, the corporate director of operational finance, told the committee.
