Mr Harris said that it was 'appropriate' for Mr Conway to resign the party whip last weekend after he was arrested while drunk on O’Connell Street.

Speaking on his way into Cabinet on Wednesday morning, Mr Harris told The Irish Mirror that he learned of the issue last year. "Of course, I'm aware of the distressing circumstances in relation to this and indeed the issues of medication and alcohol. "I became aware of this late last year. But from my perspective, when the issue had been examined, when an apology had been issued, when it was deemed at that stage that no further action was required, it would be a very unusual thing for a new leader to then reopen a matter that in that context was deemed to require no further action, many years past.

"And, of course, Senator Conway didn’t receive a Fine Gael nomination. He did receive an outside nomination from Vision Ireland.When asked if Fine Gael had adequate safeguarding and other procedures in place to enable people to report alleged incidents, Mr Harris said that it was "an important point"."That, on one hand, will focus on the issue of the arrest on O'Connell Street that brought about his resignation.
