Health Insurance Authority Calls for Simpler and More Comparable Insurance Plans
Health Insurance, Consumer Protection, Insurance Regulation

The Health Insurance Authority says it is working to simplify Ireland's health insurance market, improve comparability between plans and reduce unnecessary complexity. It has also launched a redesigned comparison tool and provides consumer support through its helpline and online services. The authority clarifies that insurers are regulated by both the HIA and the Central Bank of Ireland and must meet detailed legal and regulatory requirements.

Sir, – I read with interest Julian McCormick’s letter on the complexity of the health insurance market . Many consumers will recognise the frustrations he describes.

Health insurance products have become increasingly complex over time and comparing plans can be a challenging task. The Health Insurance Authority has consistently highlighted the importance of making health insurance easier to understand and compare. For that reason, the HIA recently launched a completely redeveloped Health Insurance Comparison Tool, designed around extensive consumer research. Rather than presenting consumers with hundreds of plans, it helps people compare options based on their healthcare needs, level of cover and price.

We also provide a free consumer information service via our helpline and online to assist consumers in understanding their choices. Mr McCormick is correct that there is scope for greater simplicity and standardisation in the market. The HIA is working with the Department of Health, insurers and other stakeholders to simplify the market, improve comparability between plans and reduce unnecessary complexity. I would, however, make one correction.

The health insurance market is not self-regulated. It is subject to oversight by both the HIA and the Central Bank of Ireland, and insurers must comply with detailed legislative and regulatory requirements. Consumers are entitled to clear information and confidence that they are making informed decisions. That objective continues to guide the HIA’s work. – Yours, etc, BRIAN LEE, Chief executive/Registrar, Health Insurance Authority.
