The Gorgie chief was named SPFL chief executive officer of the year and his work across the M8 has caught the eye of Gers.
The Light Blues have been impressed with the job the chief executive has done at Hearts. Rangers are currently going through the process of looking for their own chief executive after James Bisgrove stepped down last month. McKinlay has done a top job in his four years in Gorgie and is among the candidates they are looking at.
Hearts have increased their revenues significantly off the park and have grown their corporate revenue streams considerably, including the building of their new hotel. That has come at the same time while the team has delivered on pitch. Hearts finished third and are now looking forward to the group stages of European football for the second time in three seasons.
He has previously been the chief executive of Scottish Golf and was a board member at the Scottish Football Association, where he worked for six years. Rangers chairman John Bennett is currently holding the chief executive position at Ibrox until they can find a replacement. Bisgrove stepped down to take up a position with Saudi club Al Qadsiah.
