The first group includes anyone who otherwise wouldn’t get a COVID-19 vaccine . The second includes individuals “for whom other approved COVID-19 vaccines are not accessible or clinically appropriate.” Those affected include people who suffered an anaphylactic reaction to either the Pfizer-BioNTech or Moderna COVID-19 vaccines, the only other COVID-19 vaccines approved for use in the U.S.
