Uncertainty hangs over HISD as TEA draws out takeover decision

Even when well-intended, takeover efforts cause a great deal of chaos for parents, students and teachers, said Cathy Mincberg, president and CEO for the Center for the Reform of School Systems, a Houston-based nonprofit that provides consulting services for school boards. Failed standardized tests and financial mismanagement are usually the catalysts for takeovers, which disproportionately impact communities of color with high numbers of economically disadvantaged students. Research indicates that takeovers can create turmoil, causing additional teacher and staff turnover and also excluding the community in district decisions.
North Forest ISD's takeover was triggered about a decade ago, due to academic failures and financial mismanagement. Since the initial announcement of a takeover, and the following lawsuits, Wheatley has increased its accountability grades to a passing score, and most of the board has been replaced.
