On his way out the door of the office of minister for finance, Paschal Donohoe had two parting gifts for the banks.
The first was the decision to scrap the ban on bonuses and lift the €500,000 salary cap. The second was actually flagged in his final budget speech, but potentially only comes into play now – and that is scrapping the €90 million-a-year bank levy.
