"While I think they have a majority of their eggs in the United States' basket, if you look all around — but on defense at least, where they need strategic technology — they want to make sure they keep options open," he said. "So, I think both have a overriding strategic interest, irrespective of the relationship with the United States and others," he added., India and Russia said they intend to "upgrade the defence cooperation, including facilitating joint development and production of military equipment, components and spare parts, enhancing the after-sales service system, progress towards mutual recognition of quality control and regular joint exercises of the Armed Forces of the two countries.

Russia is still one of India's largest arms suppliers. Around 23% of Russian arms exports between 2016 and 2020 went to the South Asian country,Foreign Secretary Shringla said Monday that Russia has started delivering its long-range S-400 surface-to-air missile defense systems to India, based on a deal the two countries signed in 2018.

"Supplies have begun this month and will continue to happen," he said, adding, "It is important to note that, whether it is us or Russia, we conduct an independent foreign policy and I don't think we need to look at our relationship in the light of any other relationship that is there."
