After hearing two days of testimony at the coroner’s inquest into the 2019 death of Benjamin Toutsaint at the federal Regional Psychiatric Centre in Saskatoon,The six-person jury determined the 32-year-old’s death was from “asphyxiation due to hanging” sometime between 4:32 p.m. 5:36 p.m. on May 18, 2019. Despite life-saving efforts, Toutsaint died in custody at the RPC, which is run by the Correctional Service of Canada.

Jurors directed five recommendations to the CSC, including that correctional officers be required to carry a “911” tool — used to cut through ligatures — at all times, and that CSC increase minimum training for guards to Standard First Aid for health care providers. The jury heard that Toutsaint wrote a note a week or two before his death in which he threatened suicide post-release.
