At a meeting in Luxembourg on Monday, EU foreign ministers placed a travel ban and asset freeze on 11 people and four entities— and the Iranian Law Enforcement Forces, which is tasked with suppressing internal dissent—over Tehran’s harsh response against protests that have entered their second month.
