The Minister for Health, Jennifer Carroll MacNeill, expressed concerns over the HSE's projected overspending, highlighting system-wide overspending and a need for strengthened financial management and oversight.

The Minister for Health, Jennifer Carroll MacNeill, has expressed concerns over the projected overspending by the Health Service Executive (HSE) and stated that measures taken recently to control growth in expenditure have 'not had sufficient impact to date'.

She emphasized the need for all parts of the health service to operate within their allocated budgets and make spending decisions that are affordable and sustainable. The HSE has recorded a financial deficit of €577 million to the end of July, according to an internal financial report dated August 28th.

The report highlights systematic overspending across all six health regions, with deficits ranging from 3.3 per cent in the West and North West region to 6.7 per cent in the Dublin and Midlands region. A four-region system is expected to be introduced, with the West and North West, South West, Dublin and South East, and Dublin and Midlands regions losing autonomy over day-to-day spending to the HSE.

The Minister announced plans to strengthen financial management, accountability, and spending discipline, citing a need to 'maximise this significant extra investment by the taxpayer' and 'ensure patient safety and access to care for all'. Minister for Public Expenditure Jack Chambers echoed concerns, stating that the budget increase in health has been 'exponential', and the need for centralisation and oversight of the control environment is evident.

However, social democrats and labour voiced their opposition, describing the move as 'deeply regressive' and a 'damning indictment of Government health policy'
