Galway ran out 0-21 to 0-14 winners over Donegal despite playing much of the game with just 13 players.
Donegal boss Jim McGuinness has described one element of the new rules as “farcical” after his side slipped to a seven-point defeat to Galway.
Galway had Matthew Tierney sent off right on half time and suffered black cards to Daniel O’Flaherty and Finnian Ó Laoi in the second half, but the home side only had to leave one player in the Donegal half while down to 13 men.
“But anyway, it made not one difference to the game that Galway had a man sent off and two black cards. It didn't make a jot of a difference to the game because they were able to attack the way they were attacking up to that point. He added: “There’s not that many goals in general. That's maybe another unintended consequence. Teams are looking to get their shooters on it. You can see it in all the games.
