While five members of the body did believe that 2700 Transport Road was an “acceptable” location, six voted against it and one abstained, defeating the determination that required at least 10 votes of approval.

The Cuyahoga County Justice Center Executive Steering Committee met Oct. 4, 2022, to hear presentations about environmental concerns at the county's proposed 2700 Transport Road site for a new jail, the potential to renovate a new facility and next steps in the process before voting against pursuing the site. Speaking is the county's jail project consultant Jeff Appelbaum.

Common Pleas Administrative Judge Brendan Sheehan, Prosecutor Michael O’Malley, Public Defender Cullen Sweeney, Domestic Relations Administrative Judge Leslie Celebrezze, Cleveland Municipal Court Administrative Judge Michelle Earley, and Cleveland Clerk of Courts Kim Bates voted against the property, believing the environmental conditions and unknown longterm health effects were too problematic to overcome.

Council currently has legislation pending to buy the Transport Road site for $20 million and is expected to have a final vote on the property in late October, and could also choose to extend the quarter-percent sales tax to pay for a new jail at that time.
