Another recommendation is that Greater Manchester Fire and Rescue Service should review the policy by which the incident commander takes up the role.
In May this year the service rolled out its marauding terror attack training to all firefighters, so they are 'trained and equipped' in dealing with a marauding terror attack. Asked about a requirement to improve the way it keeps records, Mr Russel said the service needed to purchase, train and exercise new technology. The fire service was trialling new digital voice recorders and body-cams from last month, he said, confirming he was also taking part in the trial.
The chief fire officer said: "From myappointment in September 2020 I have set culture as my number one priority and joining the service I have visited all 41 fire stations and invested hundreds of hours in talking to firefighters and many years after the arena attack the pain was visibly etched on their faces in respect of their inability to respond that night."
Mr Russel said he wrote to all staff in march 2021 in which he 'reinforced' the need for 'operational discretion'.
