Micheál Martin will today attend his last EU summit as Taoiseach ahead of this weekend's changeover at the top of Government

The summit will be dominated by the ongoing war in Ukraine with leaders aiming to exert more pressure on Russia while providing a huge financial lifeline to Ukraine.He also faced a lingering stand off between Europe and the UK over the Northern Ireland Protocol.

By coincidence, the British foreign secretary James Cleverly will be having lunch nearby with his EU counterpart Maroš Šefčovič, but there is not expected to be any breakthrough on the Northern Ireland Protocol. Such exports, 80% of which go to Africa, are exempt from sanctions, but that has not stopped shipments being held up at European ports, especially if the fertiliser companies are owned by Russian oligarchs, who are themselves the target of sanctions.
