A new proposal for a Midlands-North West Rail Link could deliver significant economic benefits to the UK, according to a private consortium led by Arup. The link would connect Manchester and the West Midlands, providing much-needed capacity on one of Europe’s busiest rail lines and boosting regional economies.

Those behind the scheme said its “inclusion within the forthcoming Budget would be welcomed by the mayors and the private sector consortium”, as this will allow work to start on a feasibility study “immediately”. Trains running on the proposed link would travel at around 185mph, which is slower than the 225mph for HS2 trains running between London and Birmingham. However, the report says journey times between London and Manchester would only be 15 minutes slower than the original HS2 proposals – and 30 minutes faster than existing times.
The report does not provide an estimated cost of the new project, but says financing should be “maximised from the private sector”, with central and local governments “partnering to fund the balance”. The report says the proposal will also “save the taxpayer £2bn on costs” from the HS2 Phase 2 cancellation by reusing much of the land, powers and design work already secured through public funds., Mayor of Greater Manchester, warned that a failure to fix rail capacity and connectivity between the North and the Midlands would create “major barriers to economic growth in the UK”.
