New legislation will require e-scooter owners to register and hold a license, with the Garda Commissioner revealing a significant increase in Garda operations involving e-scooters.
While an outright ban is not yet off the table, new regulations mean that e-scooter owners, who must be over 18, will have to register and hold a license to operate thembut from next month, August, the new regulations will come into effect.

New legislation will be introduced later this year to treat the scooters as 'mechanically propelled vehicles', meaning owners will have to register and hold a license to operate them. The Garda Commissioner, Justin Kelly, revealed that there has been a significant increase in Garda operations involving e-scooters and that they have seized over 1,000 e-scooters so far this year.
There have also been 793 prosecutions for possession of e-scooters this year. Thanks to the new rules, gardai will also have greater legal protection when pursuing e-scooter and e-bike riders. Children’s Health Ireland and the HSE indicated a concerning pattern of serious and life-changing injuries caused by e-scooters. More than one-third of all paediatric traumatic brain injury admissions to CHI at Temple Street so far this year were related to e-scooters.
CHI estimates that one to two children a day are presenting across EDs this summer with e-scooter injuries. , the RSA strongly advised against buying e-scooters, quad bikes or scrambler bikes for young people due to the significant safety risks associated with these vehicles. Drawing on real clinical experiences, the RSA campaign used the voices of imaginary children who have suffered injuries after falling from an e-scooter, a quad bike, or a scrambler.
These messages, placed alongside simple imagery of the vehicles across outdoor, digital and social media channels, create a direct and human reminder of the risks these gifts can pose.
