Scottish Prison Service (SPS) and Stirling Council are facing scrutiny after it was revealed that no noise impact assessment was conducted at HMP/YOI Stirling. Residents have been complaining about consistent noise disturbances and offensive language from the prison. The Cabinet Secretary for Justice confirmed that no assessment was made prior to construction.
Scottish Prison Service and Stirling Council have “serious questions to answer” following revelations that no noise impact assessment was made at HMP/YOI Stirling, says a Stirling Green MSP.
This confirmation came following a question from Mid Scotland and Fife regional MSP Mark Ruskell at General Questions in the Scottish Parliament. She noted that a prison had been on that site for more than 15 years, and that the SPS is committed to maintaining a good relationship with its neighbours at HMP/YOI Stirling.Mr Ruskell said later: “I am shocked and concerned that a noise impact assessment was not requested either by Stirling Council or the Scottish Prisons Service ahead of the construction of the new prison at HMP/YOI Stirling.
“The welfare of those at HMP/YOI Stirling and the neighbouring communities is completely central to this issue – I hope we can see a resolution for everyone concerned soon.” “As soon as I was made aware of the issues facing my constituents, I contacted the Scottish Cabinet Secretary for Justice Angela Constance, and the SPS.
