first foray into proposing a budget for the City of Harrisburg has come in on time, with a surplus, and no tax or fee increases for residents.
If all goes according to the plan unveiled Tuesday night, Hartman told the council in a broad, initial overview of the plan, the city will have a $2.6 million surplus at year’s end. $1.2 million for new information technology platforms for a number of city offices including human resources, the treasury and the budget office. Hartman said that investment will modernize the city’s paper-based payroll systems and create a single platform to enhance communications between different departments.
While the budget has no tax or fee increases, Hartman did say the administration will be asking the council to consider policies aimed at shoring up collections for municipal trash collection in the future. Harrisburg currently has more than $12 million in uncollected trash collection bills, Hartman said.
