The money, owed to services such as home care, nursing and residential homes, community alarms and charges to other institutions, has been deemed uncollectable. The main reasons for this are that the debtor is deceased with insufficient funds to pay the sum due, small amounts are owed which are not economic to pursue, the debtor has moved away and cannot be located, or all available means of recovery have been exhausted.
There were 38 cases of the debt being written off due to death owing, while the largest category of debt was where recovery had been exhausted .The council’s adult
