Officials say development of Waukegan’s lakefront and downtown gradually coming together; ‘It deserves a great skyline’

By the end of 2024, officials believe Waukegan Harbor may finally be removed from the Great Lakes Areas of Concern by the United States Environmental Protection Agency after clearing the water of decades of pollution.

Development plans for Waukegan’s lakefront and downtown are being discussed, including a significant addition to the city’s skyline.

“There could be a combination of condos and apartments. There could be some boutique-type shops,” Taylor said referring to the waterfront. “We’re not locked in to anything yet,” she added referring to the downtown block. “A mixed-use is what’s allowed there.” “We want it to be visible from the lake, so when you look at it you know it is the Waukegan skyline,” Kischer-Lepper said. “Waukegan is a great city, and it deserves a great skyline.”Though they do not want to place too many limitations on the developers’ ideas, Taylor said she hopes the facade of the nearly century-old former Associated Bank building can remain because of its historic significance. It is a local landmark.

The latest addition to the skyline — the Lakeshore campus of the College of Lake County — is already towering six stories above Sheridan Road. A fall opening is planned.
