The Rand study repeatedly claims that U.S. forces have"a deeply ingrained commitment to the law of war." But the destruction of Mosul, Raqqa and other cities and the history of U.S. disdain for the UN Charter, the Geneva Conventions and international courts tell a very different story. We reject the whole premise of this study, that U.S. forces should continue to conduct urban bombardments that inevitably kill thousands of civilians, and must therefore learn from this experience so that they will kill and maim fewer civilians the next time they destroy a city like Raqqa or Mosul.
They have so far been proven right, but U.S. contempt for international law and the failure of the global community to hold the United States to account are destroying the very"rules-based order" of international law that U.S. and Western leaders claim to cherish.
