Law lecturer Brian Tobin argues that the new law on international surrogacy will struggle to find jurisdictions it can pre-approve Irish couples to use
Stephen Donnelly has said he hopes that legislation facilitating the use of international commercial surrogacy will be signed into law during this Dáil term.
If he is successful in doing so, it will be a global first, as Ireland attempts to regulate the use of surrogacy services by its citizens in foreign jurisdictions over which it has no authority.
