Though Philly's ban on single-use plastic bags took effect in October, it is now being enforced.
Shoppers are urged to bring their own reusable bags.
Knapp also said the bags can clog recycling machinery, and there's a quality of life component, reducing the city's pollution and litter. "Well, I always put them in my pockets before I come down. I keep them all the time. Same two bags. I reuse them all the time," said Benjamin Moore from East Falls."I kind of like paper bags because I can reuse them at home, and I can use them for many different functions. It's easier to get rid of them too, and you know that you're not actually putting them out in the environment," said Rebecca Koolian from Newburgh, New York.
