Sir Jeremy Fleming, the director of GCHQ, will outline how the Russian leader has “massively misjudged” the capabilities of his military, the resolve of the Ukrainian people and the strength of the West’s response to his invasion.Putin’s errors amount to a “strategic miscalculation”, Fleming will say in a speech at the Australian National University in Canberra. Putin “overestimated” his military’s capacity to win a rapid victory and Russian soldiers are “short of weapons and morale”.
