Vladimir Putin will be arrested if he comes to Ireland, Department of Justice says

“As with any case, if Ireland receives a request for the arrest and surrender of a person who is subject to an International Criminal Court arrest warrant, this request will be dealt with in accordance with the ICC Act 2006,” a Department of Justice spokesman told The Irish Times.

Russia was one of the original signatories of the Rome Statute but never ratified it and went on to withdraw its signature in 2016. Even if it was still a signatory, Russia does not extradite its own citizens. It also opens the possibility – albeit remote – that a future Russian leader may extradite Putin to The Hague.
