Ribble Valley councillor quits over Haweswater Aqueduct plan that will 'tear through AONB'

A Lancashire parish council chairman has resigned following a dispute with Ribble Valley Council's chief executive and the parish declaring 'no confidence' about scrutiny of the massive Haweswater Aqueduct water tunnel plan through the protected Forest of Bowland.

Newton-in-Bowland, north of Clitheroe, is in the Forest of Bowland Area of Outstanding Natural Beauty , which is protected in law and has a status similar to national parks, but is administered differently and does not have its own planning authority.

Some people say the scheme is too big for local council planning departments. Instead, they want it to be considered as a significant national infrastructure project with national planning supervision. "We believe the [borough] Parish Council Liaison Committee meeting is the correct place for this question to be raised and answered. However, we have been advised that HARP is not to be a specific agenda item at the meeting, and that we can only raise it under ‘matters brought by parish councils.’

But he reportedly criticised the 'no confidence' message - which he described as a 'deplorable personal attack on a council officer and unbecoming of those who serve in public office'.
